STRATEGY THAT WORKS IN THE REAL WORLD.

NEWROAD Consulting

NEWROAD Consulting is a strategic advisory firm focussed on the intersection of transportation and sustainability. Our purpose is to help accelerate the transition to a sustainable transportation system and a NetPositive future, for people, planet, and the economy.

About NEWROAD

Going furTher, together.

NEWROAD works with governments, coalitions, industry groups, and organisations tackling some of the hardest questions in transportation: how to fund the system fairly and for the long term, how to design road pricing that works, how to build public support, how to find common ground across competing interests, and how to support the transition to more sustainable transportation through innovative solutions; both in technology and approach.

We work across transportation funding, road pricing, safety, and sustainable development. We support clients building programs and systems that are efficient, equitable, and built to last.

As transportation evolves through new technologies, digital tools, shifting policy and market expectations, we help clients lead change, respond to it, identify new opportunities, and position themselves within emerging markets.

We bring deep subject knowledge, practical experience, and an international perspective shaped by work across markets, policy environments, and multi-stakeholder settings, where progress often depends on bringing different perspectives together. We provide data-driven insights and practical recommendations to support decision-makers in addressing the evolving needs of transportation systems.

Purpose-led & values driven

how we work.

thinking in systems.

Everything is interconnected. Funding decisions affect safety. Technology choices affect equity. Policy in one jurisdiction can have an impact in the next. We work with the wider system in view, helping to connect the dots. That means understanding interconnections, anticipating effects, and helping clients make decisions that hold beyond a single workstream or stakeholder group.

Better, together.

We work with a global network of experts, ensuring we get the right team involved to deliver the best results for you.

We work closely with our clients from start to finish, because we believe the best outcomes come from combining your knowledge of the context, with our expertise, different perspective, and practical experience.

Curious, always.

Meaningful change depends on policy, but also on industry action and personal adoption. We need clever solutions and mindset shifts to enable transitions. We stay close to innovation, trends, and policy developments across the sector, and work with remarkable thought leaders and innovators to keep learning, share learnings and to see signals of change or friction.

Getting stuff done.

We are not interested in producing work that just looks good on paper and stops there, or turns in circles. We help clients move from questions to answers and turn strategy into delivery.

Our Values

Services

Strategy that works in the real world.

NEWROAD combines deep expertise in transportation funding, road pricing, and sustainable development with practical experience designing and managing complex programs. We help clients move from questions to answers, and from strategy to delivery.

01

Research & Analysis

Literature reviews, policy analysis, feasibility studies, and targeted research that give clients a solid, data-driven evidence base for decision-making. Our work has covered transportation funding, road user charging research and implementation, fleet segmentation, technology, trucking, telematics, and market readiness.

02

Strategy Development

Strategy for organisations navigating change in transportation and mobility. We help clients understand where the system is heading, identify what matters most, and develop practical strategies that balance environmental, economic, and social goals.

03

Project Design & Management

From project design to full program management, we help take complex initiatives from concept through delivery. That includes coordinating project partners, managing research agendas, aligning stakeholders, and keeping multi-party work moving.

04

Stakeholder Engagement & Facilitation

Complex transport challenges rarely sit with one institution alone. We design and facilitate workshops, roundtables, and working groups that bring agencies, industry, and technology providers into productive conversation and turn different perspectives into shared direction.

05

Event Strategy & Organization

We design and deliver conferences, seminars, roundtables, and training programs with a clear purpose. Good organization is important, but what matters more is bringing the right people into the room, framing the right discussions, and making sure the conversation leads somewhere useful. That includes working with speakers and panelists before, and during, the event to align perspectives, sharpen the discussion and help each session deliver real value.

06

Expert Advisory

Specialist advice for governments, agencies, coalitions, and consultancies working on road user charging, transportation funding, and sustainable transport policy. We bring international perspective, practical experience, and clear thinking to complex topics.

Thought leadership & training

our expertise for your conferences & events.

Connecting stakeholders and learning from each other is immensely important and valuable – a true advantage of our connected world. Sharing observations and insights can help us recognize aspects that might have been missed.

Letting new insights build on the old, allows the emphasis to shift from one focus to another, ensuring all the important factors get their necessary share of attention.

Nina regularly chairs, moderates, organizes and speaks at events across the United States, Europe, and Asia-Pacific, helping connect policymakers, practitioners, researchers and industry voices in conversations that move beyond the obvious.

Our Work

At the table, not on the sidelines.

Good strategy does not come from watching from a distance. NEWROAD has spent years in the room, designing projects, managing multi-stakeholder programs, advising governments and coalitions, and helping turn policy complexity into practical actions. Our work is hands-on, high-trust, and grounded in delivery rather than just theory.

Featured work

Projects that moved things forward

PROJect management

Managing a multi-state commercial vehicle pilot from the ground up.

Client: The Eastern Transportation Coalition (TETC)

Technical Project Management / Consultant Team Lead

TETC has been leading the most serious multi-state exploration of sustainable transportation funding for commercial vehicles in the US. Our founder has been involved from the beginning. We delivered the final project report for the 2021/2022 International Truck Pilot, supported the TETC in designing the strategy for the 2025/26 pilot, and have been running the technical project management since 2024.

That means managing all project partners, driving the research agenda guided by the TETC’s Motor Carrier Working Group, supporting the development and facilitation of workshops, and keeping a complex, multi-stakeholder program moving in the right direction – bridging the perspectives of agency, industry, and technology providers towards something everyone can move forward with.

Strategy, Events & Advisory

Advancing the global conversations on road pricing, ITS, road safety and sustainable mobility.

Client: International Road Federation (IRF Global)

Senior Advisor, Global Mobility & Partnerships

The IRF is a global not-for-profit incorporated in 1948, serving members in over 118 countries. As Senior Advisor, Nina helps shape events and programs that bring the global road community together.

In practice that means co-organizing major events like the IRF Europe & Central Asia Regional Conference and Exhibitions, supporting the flagship Roads to Tomorrow conference, and acting as the IRF liaison to the Committees on ITS & Smart Mobility, Road Safety and Road Pricing, working with the Chairs and wider community to set strategies and their execution.

The work sits at the intersection of strategy, content and delivery: designing programs that attract senior delegates and expert speakers, connecting policy discussions across regions, and making sure the conversations lead somewhere.

Research & Analysis

Building the case for sustainable transportation funding solutions in California.

Client: Transportation California

Full Project Delivery

California has been exploring what comes after the fuel tax for years. NEWROAD was brought in to help answer some of the key questions shaping that transition.

The work began with a comprehensive literature review of viable transportation funding options for the state. It then moved into more focused research on road user charging, including key decision points for implementation, lessons from peer states, technology choices, hybrid vehicles, fleet segmentation, and a side quest into the potential role of a kWh charge.

The result is a body of work that gives California’s transportation advocates the evidence, structure, and framing they need to keep building the case for sustainable transportation funding.

Keynotes & Thougt Leadership

Provoking thoughts.

Selected engagements: Smart Mobility Summit, Taiwan · TTech, Auckland

Keynote Speaker

Nina is regularly invited to speak at international conferences and summits, bringing practical insights from years of working across borders and sectors.

At the 2025 Smart Mobility Summit in Taiwan, she delivered the keynote on Smart Mobility for Net-Zero Roads, making the case that road pricing works best when it is part of a broader, connected system, not treated in isolation. At T-Tech in New Zealand, her keynote From Silos to Systems challenged the industry to stop thinking in silos and start designing transport solutions that connect policy, technology, and people.

Nina focuses on making complex issues clearer and grounding the discussion in real-world examples. She shares what she has seen work (and what not), and where the real opportunities and tensions lie, bringing different perspectives into the room and giving people something to think and talk about.

Strategic Advisory

Supporting New Zealand’s transition to a national road user charge.

Client: Ministry of Transport, New Zealand

Advisor & RUC Transition Expert Panel Member

New Zealand is preparing to move all vehicles into its road user charging program, a shift that requires rethinking how the system works for private passenger vehicles and how to attract private sector investment in an open, but regulated market.

As a member of the Ministry’s RUC Transition Expert Panel, Nina brings international experience from a decade of RUC work across New Zealand, the US, Australia, and Europe, advising on policy design, technology choices, and what the transition journey may look like in practice.
