Nina founded NEWROAD Consulting in 2015 with the purpose of accelerating the move to a sustainable transportation system and a NetPositive future. With 25+ years of experience in transportation and technology, she specialises in infrastructure funding, road pricing, safety, and sustainable development.
She is internationally recognised as an expert in road user charging; not just the policy, but the practical reality of designing, piloting, and implementing these systems. That experience spans North America, Europe, Australia, and New Zealand, working with government agencies, coalitions, and the private sector.
Known for a practical, systems-thinking approach, Nina helps organisations translate diverse perspectives into strategies that actually work. She brings an international lens, a bias for collaboration, and a deep belief that the transition to sustainable transport is both urgent and achievable.
She is a regular speaker at global events, providing thought leadership on transport funding, decarbonization, safety, and emerging technologies. TETC has been leading the most serious multi-state exploration of sustainable transportation funding for commercial vehicles in the US. Our founder has been involved from the beginning. We delivered the final project report for the 2021/2022 International Truck Pilot, supported the TETC in designing the strategy for the 2025/26 pilot, and have been running the technical project management since 2024.
That means managing all project partners, driving the research agenda guided by the TETC’s Motor Carrier Working Group, supporting the development and facilitation of workshops, and keeping a complex, multi-stakeholder program moving in the right direction – bridging the perspectives of agency, industry, and technology providers towards something everyone can move forward with.

The IRF is a global not-for-profit incorporated in 1948, serving members in over 118 countries. As Senior Advisor, Nina helps shape events and programs that bring the global road community together.
In practice that means co-organizing major events like the IRF Europe & Central Asia Regional Conference and Exhibitions, supporting the flagship Roads to Tomorrow conference, and acting as the IRF liaison to the Committees on ITS & Smart Mobility, Road Safety and Road Pricing, working with the Chairs and wider community to set strategies and their execution.
The work sits at the intersection of strategy, content and delivery: designing programs that attract senior delegates and expert speakers, connecting policy discussions across regions, and making sure the conversations lead somewhere.

Full Project Delivery
California has been exploring what comes after the fuel tax for years. NEWROAD was brought in to help answer some of the key questions shaping that transition.
The work began with a comprehensive literature review of viable transportation funding options for the state. It then moved into more focused research on road user charging, including key decision points for implementation, lessons from peer states, technology choices, hybrid vehicles, fleet segmentation, and a side quest into the potential role of a kWh charge.
The result is a body of work that gives California’s transportation advocates the evidence, structure, and framing they need to keep building the case for sustainable transportation funding.

Keynote Speaker
Nina is regularly invited to speak at international conferences and summits, bringing practical insights from years of working across borders and sectors.
At the 2025 Smart Mobility Summit in Taiwan, she delivered the keynote on Smart Mobility for Net-Zero Roads, making the case that road pricing works best when it is part of a broader, connected system, not treated in isolation. At T-Tech in New Zealand, her keynote From Silos to Systems challenged the industry to stop thinking in silos and start designing transport solutions that connect policy, technology, and people.

As a member of the Ministry’s RUC Transition Expert Panel, Nina brings international experience from a decade of RUC work across New Zealand, the US, Australia, and Europe, advising on policy design, technology choices, and what the transition journey may look like in practice.
